Chapter 2: The Sovereign Contract

The Rage of a Sniper Hero: Return of Bullseye 2 of 6

The armored convoy bypassed the illuminated main gates of the Executive Mansion in District 1, descending through an unmarked subterranean service ramp beneath the city’s botanical conservancy. Three separate biometric blast doors hissed open before the vehicles rolled into the reinforced bunker complex four levels below bedrock.

The subterranean war room was bathed in the sterile, cool glow of multi-spectrum tactical screens and cryptographic monitors. Armed Secret Service tactical operators stood in high-alert positions along the perimeter, their eyes widening in subtle disbelief as Director Marcus Cole escorted an unkempt, mud-splattered vagrant in an oil-stained canvas coat straight toward the central briefing dais.

Sitting behind a heavy steel conference table was President Alexander Pierce.

At fifty-eight, the President bore the heavy gravity of leadership. His steel-gray hair was cropped short, his tailored charcoal suit immaculate, but deep lines of fatigue etched his brow. When he saw Jake approach, the Commander-in-Chief stood up, waving off his security detail’s attempt to search the newcomer.

“Leave us,” President Pierce ordered in a deep, resonant baritone.

“Sir, protocol dictates—” a senior agent began.

“Protocol died when our early-warning defense satellites were hacked three days ago, Agent Miller,” Pierce said with quiet authority. “Clear the room. Director Cole, secure the door.”

Within seconds, the heavy blast doors sealed shut, leaving only the three men in the reinforced chamber.

Jake stood with his hands resting easily inside the deep pockets of his tattered duster coat. His posture was deceptively relaxed, yet his eyes swept the entire room—identifying four thermal camera feeds, two concealed automated point-defense turrets in the ceiling corners, and the emergency oxygen scrubbers behind the acoustic wall paneling.

“Three years in the gutters of District 9, and your eyes still map every kill-zone in under two seconds,” President Pierce remarked, a faint, sad smile touching his lips. “It’s good to see you alive, Bullseye.”

“I was told you had answers about Zurich, Mr. President,” Jake replied evenly, not bothering with formal honorifics. “And that you have a war you can’t fight with your own army.”

Pierce’s expression darkened. He tapped the glass interface embedded into the steel table. A high-resolution holographic projection materialized in the center of the room, displaying a complex network of offshore financial trusts, illegal arms shipments, and encrypted military comms nodes.

“The war has already breached our perimeter, Jake,” Pierce said, turning to face the display. “For the past eighteen months, a treasonous syndicate known as the Iron Vanguard—comprising rogue high-ranking generals, corrupt intelligence directors, and private defense oligarchs—has been systematically siphoning advanced heavy ordnance and electronic warfare suites into the capital. Their objective is total decapitation: to eliminate me during the upcoming National Defense Summit at the Grand State Citadel, seize the nuclear and automated defense launch codes, and install an unelected military junta.”

Jake studied the rotating holographic nodes. His sharp eyes immediately zeroed in on a recurring corporate signature at the center of the supply chain. “Vance Defense Industries.”

“Precisely,” Pierce confirmed grimly. “Your father built that company on honor and sovereign loyalty. But since his passing, your half-brother, Damian Vance, has turned it into a personal empire of greed. Damian is the primary financier and weapons supplier for the coup. He has hired the Black Viper Syndicate—a ruthless private military contractor with over five hundred battle-hardened foreign mercenaries already embedded inside our civilian infrastructure.”

Pierce stepped closer to Jake, his gaze intense.

“I cannot arrest Damian Vance yet. Every formal warrant is leaked within minutes by moles inside the Department of Justice. If I deploy the regular military, the conspirators will trigger a civil war in the streets. The only way to stop this coup is surgical decapitation from within—we must place an operative inside the highest circle of the oligarchy, close enough to intercept Damian’s operational attack plans and neutralize their strike teams before the Citadel summit.”

“And that operative is me,” Jake said, his tone flat. “Except Damian knows my face. If I walk through the front door of Vance Tower in a uniform, his snipers will open fire.”

“Which is why you won’t walk in as an officer,” President Pierce replied. He pressed another button on the console.

A high-resolution photograph appeared on the display, showing a breathtaking young woman with long chestnut hair, fierce amber eyes, and an unmistakable aura of high-society elegance and brilliant intellect.

“My daughter, Evelyn,” Pierce said softly, his voice carrying the fierce, protective warmth of a father. “She is the Chief Information Security Analyst for the Presidential Advisory Board. Damian Vance has been relentlessly courting her for over a year, attempting to gain access to the Executive Mansion’s secure networks through marriage. Evelyn despises him and has rejected every advance.”

Pierce reached into his desk and retrieved a heavy velvet folder embossed with the gold seal of the Supreme Judicial Council.

“Tomorrow morning at nine o’clock, you and Evelyn will enter the City Central Registry Office. You will sign a legally binding marriage certificate. To the public, to the press, and to Damian Vance, you will be the ultimate scandal: a broken, drunken disgraced derelict whom my rebellious daughter married in a sudden fit of spite to escape Damian’s advances.”

Jake’s eyebrows raised slightly. “A fake marriage?”

“A sovereign covert cover,” Pierce corrected. “As Evelyn’s legal husband, you will accompany her into the inner sanctum of high society—charity galas, defense shareholder banquets, private estate parties where Damian and his conspirators coordinate their treason. You will be invisible because everyone in that room will view you with utter contempt. They will see an unwashed, pathetic drunkard who stumbled into wealth, while you dismantle their entire network from five paces away.”

Jake looked down at his own callused hands. “And Evelyn? Does she know about this?”

Pierce sighed, a flicker of guilt crossing his eyes. “Evelyn knows only that our family is in mortal danger and that she must enter a contractual marriage to establish a secure perimeter. She does not know you are Bullseye. For her own safety and to ensure her reactions remain completely authentic in front of high-society vultures, she must believe you are truly an irresponsible, rough-edged nobody hired for basic security.”

Jake was silent for a long moment. The hum of the cooling fans filled the underground bunker.

Then, Pierce turned the velvet folder around and slid a second document across the table. It was a declassified forensic ballistics analysis from the Swiss Federal Police.

At the bottom of the page, highlighted in red, was the serial number of the sub-sonic bullet extracted from Elena’s chest in Zurich. Beside it was the private production log of Vance Defense Industries, authorized under the direct electronic signature of Damian Vance.

Jake’s hand slowly reached out, his thumb running over the printed signature. The paper did not shake. His pulse remained at a calm, chilling fifty beats per minute, but the temperature in the bunker seemed to drop once again.

“The contract is accepted, Mr. President,” Jake said, his voice quiet, calm, and terrifyingly absolute. “Give me the ring.”
